Defense Message System (DMS)

CSC, which built and operates the secure, reliable AUTODIN electronic messaging system used by the Department of Defense over the last 30 years, is now helping build a new integrated system using desktop computers and commercial off-the-shelf software.

In 1995 the Defense Information Systems Agency (DISA) awarded a contract to the Lockheed Martin team, which includes DynCorp IS, to help develop the new system into the year 2002. The Defense Message System (DMS) will allow more than 2 million users to exchange secure electronic messages with the department's many locations, other government offices and tactical locations around the world. The contract provides all software, hardware, facilities, procedures and personnel for the system.

DMS will build on existing DOD messaging systems, Internet e-mail and myriad local area networks. The system is being developed using commercial off-the-shelf hardware and software to ensure the easy integration of future technologies.

DMS employs state-of-the-art X.400 message-handling standards and X.500 global directories, and is the largest implementation of those technologies in the world. The new system is not only faster and more flexible than existing systems, but is also considerably less expensive to build and maintain.

How to Order

The following are the steps for ordering DMS engineering and transition services:

Step 1: Call CSC
Call CSC for help in developing system requirements to meet your exact needs.

We will help you prepare the best statement of work and work package to present to your service or agency's Program Management Office (PMO). This will save you considerable time and effort during the approval process and ensure that the process goes as smoothly as possible.

Step 2: Submit Your Statement of Work
Submit the statement of work and work package to your service or agency's PMO, who will review it for completeness before submitting it to the DMS Acquisition PMO.

The DMS PMO reviews the work package and prepares and submits a purchase request to the government Contracting Officer (CO) on your behalf. After reviewing the package, the CO will negotiate the contract's terms and conditions with the DMS prime contractor, Lockheed Martin. The CO will keep you informed about the negotiations' progress.
