Information Technology Omnibus Procurement (ITOP-II)

The process of purchasing products and services by the federal government has long been complicated and time-consuming, as the National Performance Review forcefully pointed out in its "reinventing government" initiative. In January 1999 the U.S. Department of Transportation awarded $10 billion in competitive contracts to CSC and other companies.

The Information Technology Omnibus Procurement (ITOP-II) program is an agreement with selected companies to provide all federal government agencies with the full spectrum of information technology solutions. The contract is intended to help government agencies assess the way they do business and develop cost-effective alternatives that will increase efficiency, reduce paperwork and save money. In response to newly defined government needs, the contract has one of the lowest service fees among omnibus contracts, and it operates through a special office (the Special Project Office) dedicated to providing quick turnaround on new task orders.

ITOP is available to all federal agencies. There is no set limit on usage by non-DOT entities. ITOP customers receive credit (as applicable) toward their socioeconomic goals.
