In a project lasting several weeks
or months, your duties could include
thousands of individual,
interconnected tasks. When those
tasks have to be coordinated with
similar tasks undertaken by hundreds
or thousands of your co-workers, the
potential for chaos is great.
Program management includes all
the mechanisms that are used to
coordinate the myriad tasks on a
project and ensure that schedules
are met, quality is maintained, and
costs are controlled. CSC
follows an aggressive management
policy aimed at the early detection
and resolution of potential
trouble-spots, before they evolve
into major and expensive problems.
Our policy begins with the
development of a careful plan that
is consistent with our status as an
ISO 9001 registered company. The
plan contains detailed performance
projections for the project. We then
assess our performance against the
plan.
Based on this plan, we institute
methods for monitoring, assessing,
and controlling the project. The
project's manager and his or her
staff collect data about the
project's status. They conduct daily
and weekly reviews to assess
progress. They solicit customer
feedback, directly and through
surveys. And, they institute methods
for controlling project changes and
risks. All this ensures early
detection and correction of
potential problems and the
successful completion of a project,
on-time and within budget.

CSC provides all phases of

Responsibility to the Customer
Above all, CSC program
managers are responsible to the
customer. They are responsible for
ensuring that the program is
proceeding to the satisfaction of
the customer on several fronts,
including program implementation,
the budget, scheduling, quality and
productivity. They are the primary
liaison with the customer and
provide day-to-day feedback on
program activities.
Budget Management
Program managers are responsible for
keeping the program within budget
for the fiscal year, as well as
planning for the out years. Their
activities include resource
management and cost management.
Schedule Management
CSC prides itself on
completing projects on time. Our
program managers ensure that all
deliverables are completed as
promised and that reviews are held
on time.
Risk Management
CSC program managers work to
identify, as early as possible,
areas that might endanger the
program's objectives. They begin by
identifying risks and grouping them
into types. Next, they evaluate each
risk for two factors: the risk's
threat to the aims of the project
and the extent of the managers'
control over the outcome. The
evaluation allows the managers to
focus on the risks where they can
provide the most benefit. Finally,
they find the best methods for
dealing with the identified risks,
and set up a schedule for addressing
them.
Program Reviews and Progress
Reporting
The program manager is responsible
for both internal and external
reviews. Externally, he or she keeps
the customer apprised of the budget,
scheduling, quality, and
productivity of the program.
Internally, he or she meets
regularly with CSC upper
management to inform them of the
program's progress and review any
issues that might be problematic.
Doing so allows CSC
management to address problems as
soon as possible.

Over the years, CSC has
successfully conducted hundreds of
multimillion dollar contracts,
largely due to its sophisticated
program management capabilities. The
Contracts section describes a
few of the current projects,
including the following:
Chief Information Officer -
Solutions and Partners (CIOSP),
CSC's comprehensive
management plan for the National
Institutes of Health, includes an
automated Performance Measurement
System (PMS). The PMS keeps track of
planned work, actual costs, and
completed work. It detects and
analyzes significant variations from
the plan, and provides reports for
the management team to review.
Defense Switched Network (DSN)
is the Department of Defense's
secure global communications system,
which CSC helped mold into a
single, integrated system. CSC now provides program management,
administration, and control for the
contract, for which it has performed
more than 43 tasks.
Government Emergency
Telecommunications Service (GETS)
is a service that ensures immediate
nationwide telephone access to
national security and emergency
preparedness personnel. CSC
manages the program's more than 20
subcontractors, including 13 local
exchange carriers, four vendors, and
five engineering subcontractors. |
